VOICE of OC Article: Residents Wrestle With Failed Promises

San Juan Capistrano and Irvine have organic-first policies that were not followed through on their promises to restrict the use of toxic chemical herbicides. San Juan Capistrano cites inconsistent enforcement and poor documentation, Irvine weakened earlier restrictions to allow broader use of these harmful chemicals, and Orange County continues spraying in several waterways and parks —raising concerns about gaps between public commitments and actual practices.

San Juan Capistrano - Herbicide Spray History

 Herbicide spray application data was obtained through public records from the city of San Juan Capistrano and is summarized below. The data clearly shows that the city did not follow their "Organics First" policy as no organic herbicides were used from June 2023 through July 2025. On the contrary, harmful chemicals such as Roundup,  Speedzone, and Fusilade were sprayed profusely throughout the city including dog parks, soccer and baseball fields, and  playgrounds.

April 2026: AVCA Releases Pesticide Schedule

 AVCA has approved O'Connell's plans to apply multiple chemicals to 18 parks (including Canyon View Park) and over 30 slopes and planters in Aliso Viejo throughout the month of April. The safety data sheets (SDS) for these chemicals list many hazards including "May cause cancer" and "Causes damage to organs." One of the products called Acelepryn G is intended to be applied on turf grass in parks to kill grubs and landscape ornamentals. Children and pets are strongly advised to avoid these parks. Toxic-Free OC is thrilled to be recognized by the OC Board of Supervisors for our efforts in reducing toxic pesticides in the City of Aliso Viejo with AVCA.  Below is a summary from OC Supervisor Katrina Foley's newsletter.

A Weekly Update from Supervisor Foley

"The Board declared this week as “National Public Health Week.” In the Fabulous Fifth, we've prioritized public health by eliminating toxic pesticides. Irvine became the first city in Orange County to go non-toxic in 2016, followed by San Juan Capistrano. As Mayor, I declared Costa Mesa toxic-free in 2019, protecting residents with a weed abatement and pest management plan that prohibits toxic pesticides. Following suit, Fabulous Fifth communities of San Clemente, Laguna Hills, Rancho Mission Viejo, Ladera Ranch, Laguna Beach, Laguna Niguel, and Aliso Viejo also adopted this organics model. The Aliso Viejo Community Association’s recent efforts de-toxified Canyon View Park in Aliso Viejo, so residents of all ages can safely enjoy playing on the grass. Orange County remains a world-class destination to work, live, and visit because we prioritize public health."
